It was a black and white comic in a strip format (I think) where Spiderman was such a beloved and cherished character that Stan Lee made him public domain and he became an integral part of the social fabric of America. It didn't have much bearing on the story directly but it was definitely there. I distinctly remember a panel where one woman says that another woman is acting like a "Jameson" please it is 4 am and I can't stop thinking about this

Coming in very late, but that sounds a lot like "Webmasters" by T Campbell and Jason Waltrip. Ran on Fans! back in 2012 as a proof of concept for Marvel that never went anywhere, and is still up even though Campbell said it would only be online for a limited time.
