I have to wholeheartedly agree that comic press is a good way to go. I find it to be a bit ridge in some ways so it would do you good to try and find a friend who knows coding so you can tweak some aspects of you site.
The standard going rate for a friends help is half of a large pizza and some soda. Which is a lot cheaper than dropping money on a Webdesigner.
One piece of advice would be start piecing your site together (either on paper or use your computer) before getting help. Build the website you want/need for your comic. Look at other comics and see what they did right and wrong. When you are done writing up what you see your website being, then start building it. If you can't get it there on your own, ask a friend...if they can't help you, hire someone. Make sure you use your site outline and budge to get a quote.
Good luck, can't wait to see your comic up here with the rest of us!
