Why would any artist need a flatter? Surely this is a simple part of the colouring process that anyone using colour is already doing?

Nobody NEEDS one (at least, nobody I know) but it's boring, repetitive, generic work that you can farm out to other people fairly easily if you're looking for a way to lighten your workload (unlike the actual coloring and shading, where you need to maintain a consistent style and know details like scene lighting and materials).

Most of the Colorist are needed a flatter because of flatter is first to separate all the needed to be color. That is the work of flatter and the colorist continue the works of the flat to add on the effect on it and finish.

It's apprentice work, like making nails at a blacksmith shop or cooking stock in a kitchen. They've just found a market for their rudimentary skills in the fact that there are a lot of artists these days and many of them either don't have the time or the energy to do their own flatting and don't have the money or reputation to hire assistants.
